Leaving office: Central bank governor on his way out?

State Bank of Pakistan (SBP) Governor Shahid Hafiz Kardar may be on his way out amid reports suggesting he has developed serious differences with top state functionaries.

His resignation would make him the second governor in two years to have left the prestigious office before completion of the three-year statutory term. His predecessor Syed Salim Raza, a banker, stayed in office for 16 months.

Sources claim he has tendered his resignation but the development was neither confirmed nor denied by the presidency, the finance minister or the SBP.

They added that Kardar had developed serious differences with authorities on certain monetary affairs.

Sustainable economic team

Kardar’s resignation would add to the woes of the PPP-led government which has struggled to bring together a sustainable economic team.

The government has changed four finance ministers, five finance secretaries, four deputy chairmen Planning Commission and now possibly three central bank governors.

Kardar, a chartered accountant by profession, was appointed the 16th governor of SBP, and the third governor during the incumbent Pakistan Peoples Party-led government’s tenure, on September 9, 2010.

His resignation is bound to send negative signals to the reeling market, experts say.

If Kardar resigns, the government will have to appoint his successor within three months, as required under the law. Deputy Governor SBP Dr Yaseen Anwar, sources say, is tipped to be Kardar’s successor for an interim period.

Governor’s shortcomings

Kardar, known as ‘comrade’ in official circles, is reputed to give a tough time to the government during the cabinet and economic coordination committee’s meetings.

His critics, however, say he had started compromising on certain issues.

They add that he has been unable to exert SBP’s independence and made the central bank just another wing of the finance ministry. As evidence, the critics quote his inability to have the SBP amendment act passed in its original shape.

The government subsequently approved a ‘toothless’ act, maintaining the finance ministry’s hold over the SBP.

Chairman Senate standing committee on finance and revenue Senator Ahmad Ali also gave a dissenting note on granting unchecked authority to the finance ministry for borrowing from the central bank at will. Critics add that he has been unable control inflation and stimulate growth – the economy grew by 2.4 per cent and inflation stood at 13.2 per cent during the last financial year.

Kardar has previously served as minister for finance, planning and development, excise and taxation and industries and mineral development under government of Punjab between November 1999 and January 2001.

Despite repeated attempts, neither the president’s spokesperson Farhatullah Babar nor Finance Minister Dr Abdul Hafeez Shaikh responded to reports of Kardar’s resignation

Shamsi air base: ‘Drones parked at, but don’t fly from the base’

According to US and Pakistani Officials said that the CIA suspended its long-standing use of the air base as a launch site for armed drones three months ago, according to US and Pakistani officials.

American personnel and Predator drones, meanwhile, remain at the facility in Balochistan, with security provided by the Pakistani military, the report revealed.

In response, the US official said that “there has been some thinning out at the base, and the drone missions suspended.” An American official said the CIA’s decision to suspend the launches was part of a US effort to “pay attention to the sensitivities” of the Pakistanis.

Firdous Ashiq Aawan te Information Minister said on Friday, however, dismissed Mukhtar’s statement that the US had been asked to vacate the airbase in Balochistan.

“It’s just a statement for the media,” Awan told a media gathering in Lahore. “I am also a member of the defence committee and the matter was not discussed there.”

Meanwhile, American officials had also rebuffed Mukhtar’s statements saying there was no plan to evacuate the base.

“That base is neither vacated nor being vacated,” a US official familiar with the matter was reported as saying.

KESC Increasing the Prices of Electricity

Karachi Electric Supply Company (KESC) an average increase of 2.73 per unit. The National Power Regulatory Authority (NEPRA) has allowed to KESC to increase the tariff and it charged customers more than 18.4% and it is effective form July1, on account of changed in its fuel costs during the first quarter of 2011.

The overall price hike was the result of three separate decisions by Nepra, which allowed a tariff adjustment for the first three months of 2011 of Rs1.94 per unit, a fuel adjustment for March 2011 of Rs1.54 per unit, as well as a Rs0.69 reduction per unit reduction in tariffs on account of the fuel adjustment for April.

“After a reduction in the power tariff by Rs0.69 per unit out of the total Rs3.48 per unit power tariff increase, KESC has been allowed to raise tariff by Rs2.79 per unit,” said a Nepra official.

Electricity tariffs are extraordinarily complex since power companies charge different rates for varying levels of consumption as well as having different rates for residential, commercial and industrial users. In addition, there can be variation between the rates charged during peak and off-peak hours. Tariff increases are typically calculated by taking into account the rises in costs for power companies, usually involving changes in fuel prices (mostly oil, but also natural gas). The tariff increase announced is the average tariff increase, and actual tariff changes for every category will vary.

The impact of these price adjustments will be felt in the month of July by all KESC customers, except those who use less than 50 kWh and those who are classified as agricultural consumers.

The senior commander in the AL Qaeda-Linked Haqqani had been killed in an air strike on leading Kabul Hotel in this week. It was not possible to confirm Jan’s death or position independently and ISAF provided no immediate details on how they knew he had been killed. The International Security Assistance Force (ISAF) identified Ismail Jan as deputy to the senior Haqqani commander inside Afghanistan and said he was killed in the eastern province of Paktya on Wednesday.

Security forces tracked his location based on intelligence reports from Afghan government officials, citizens and “disenfranchised insurgents” before calling in the air strike, ISAF said in a statement.

The US-led force accused Jan of providing material support for Tuesday’s attack on the Intercontinental in the Afghan capital, frequented by Westerners and Afghan government officials.

The strike comes two days after a senior US military officer said that Pakistani leaders show no sign they are ready to crack down on Haqqani militants operating from sanctuaries near the Afghan border, despite repeated US requests.

Bullet Train 300 KM/h

BEIJING (AP) -- Builders of China's fast-growing bullet train network conducted a test run of its showcase Beijing-to-Shanghai line Monday amid controversy over the prestige project's high cost.

A train carrying government official, managers of the companies that built the line and reporters left Beijing for the 1,318-kilometer (824-mile) trip. It was due to take about five hours, or half the time of conventional rail.

The communist government is building thousands of miles (kilometers) of high-speed rail to link together China's far-flung regions and show off its rising wealth and technological prowess.

The multibillion-dollar plan has provoked complaints that it is too expensive for a country where millions of people still live in poverty. The government announced in April the top speed of the fastest lines would be reduced from 350 kph (220 mph) to 300 kph (190 mph) and ticket prices would be cut.

Official plans call for the network to expand to 8,000 miles (13,000 kilometers) of track this year and 10,000 miles (16,000 kilometers) by 2020.

China's trains are based on Japanese, French and German technology but its manufacturers are trying to sell to Latin America and the Middle East. That has prompted complaints Beijing is violating the spirit of licenses with foreign providers by reselling technology that was meant to be used only inChina.

Monday's test run comes ahead of celebrations of the 90th anniversary of the founding of the Communist Party on July 1.

In a statement, the Ministry of Railways said it made extensive preparations for safety and security. They include plans for daily inspections of tracks and other facilities and an earthquake monitoring system.

The Beijing-Shanghai line crosses seven provinces that include some of China's most densely populated and economically developed areas.

The railway ministry says the line will run 63 pairs of trains a day at 300 kph (190 mph) and 27 at 250 kph (155 mph). Ticket prices range from 1,750 yuan ($269) for a business class seat on the fastest train to 410 yuan ($63) for second-class on slower trains.

Afghan Refugees Cheering After the Death of Osama

Afghan refugees had cheering after the death of Al-Qaeda leader Osama Bin Laden.

Mr Mirza khan 45 year old Afghan refugee live in Peshawar for past 20 years , he said that “We are jubilant over the news that … Osama Bin Laden has been killed, because he was solely responsible for the destruction of Afghanistan,”

“We had a very good house and business in Kabul,” he said, cursing al-Qaeda and Taliban for the woes of millions of Afghans.

There are 5 million or afghan refugees in Pakistan during there homeland during of war. Near about three million on them have since returned, but 2 million remain in Pakistan for fear of insecurity back home

Bin Laden, once revered in the Islamic world, had lost his popularity as his followers attacked schools, mosques and funerals, killing thousands of innocent people, including women and children. Those who hated him were numerous and eager to speak out.

“This morning I woke up to very sudden news about the killing of Osama. We never expected that this man (Osama) would ever die,” said Zalmay Janan, a grade-9 student at Mirwais Public School for Afghans on Nasir Bagh Road Peshawar. He appeared hopeful that Osama’s death would speed the end of the insurgency in war-battered Afghanistan.

“I hate Osama because he created a force that opposed female education. He was not the leader of the Muslims but he led terrorists instead,” said Gul Makai, who teaches English at Aryana School in Tehkal locality in Peshawar. She handed out sweets to students to celebrate this morning, she said. She knows at least 200 children who live in Pakistan solely so they can study, she said.

Irfan Javid, 20, said he was living alone in Peshawar to complete his education. “My parents live in Kunar Province of Afghanistan, where the Taliban have vast influence and hence the schools cannot function properly,” he said. “My parents come every month to meet with me and give me money for my expenses here.”

In the Board Market in Peshawar, which is called “mini-Kabul,” shopkeepers exchanged pleasantries and congratulated each other on what they called a great success.

“We are providing child labour to the automobile workshops, hotels and other small outlets in Pakistan,” rickshaw driver Noor Wali said. “Thousands of Afghan children have been working for a paltry amount under Pakistanis. It is all because of a man called Bin Laden.” A former resident of Paktika Province, he said he fled to Pakistan after a suicide attack killed his parents three years ago.

“Had Bin Laden not arrived in Kabul, my parents would have been alive and I would have been in college now,” Wali, 21, said.

Bin Laden’s death will do much to establish peace in Afghanistan and Pakistan, prominent Afghan doctor Alif Gul told Central Asia Online. “The different jihadist groups for which Osama was the cement will fall apart like a house of cards now,” he predicted.

By and large, Osama was the architect of terrorism in Pakistan and Afghanistan, he said. Almighty Allah has answered the prayers of millions of peace-loving Muslims in the form of Bin Laden’s death, he said.
